Community Service Agency (CSA) Programs provide intensive, family-centered services for children and youth with serious emotional, behavioral, and mental health challenges. Our approach ensures families have the tools, support, and coordination they need to succeed – at home, in school and in their communities.

FAQs

A CSA is the Commonwealth of Massachusetts’ flagship contracted service for supporting children, youth, and families in their homes and communities. The goal is to coordinate care so youth can stay in school, avoid unnecessary hospitalizations, and families feel fully supported rather than overwhelmed.
  • Children and youth under 21 with serious emotional or behavioral health needs
  • Families enrolled in MassHealth Standard or CommonHealth
  • Eliot will also triage families with commercial insurance to ensure needs are met whenever possible.
The Commonwealth selected Eliot to expand access because CSA programs have faced long waitlists for years. Eliot’s commitment is simple: no waitlists. Families will get connected to services right away.
Unlike many other services, CSA care is family-driven and community-based. Services are delivered where families are most comfortable—at home, in school, or in the community. The model includes:

  • Intensive Care Coordination (ICC) – A Care Coordinator helps families build and manage an individualized plan.
  • Family Support & Training (FS&T) – Family Partners with lived experience provide peer support and advocacy.
  • Family-Based Intensive Treatment (FIT) – A clinical team that delivers evidence-based, in-home treatment for families with the most complex needs.
FIT is a new, highly intensive service designed for youth and families with the most complex clinical needs. Unlike traditional therapy, FIT brings a team of clinicians, care coordinators, and Family Partners directly into the home to provide evidence-based treatment and wraparound support. The goal is to stabilize crises, reduce disruptions, and help families return to their communities stronger. FIT ensures that care adapts to the family—rather than requiring families to adapt to the system.

Family Partners bring lived experience as caregivers. They ensure family voices are at the center of care, helping staff understand the family’s perspective, build trust, and support resilience.
Services are available in Spanish and other languages when needed. Eliot strives for staffing that reflects the communities we serve and that can effectively communicate in the language most comfortable for our clients.

CSAs work hand-in-hand with Eliot’s Community Behavioral Health Centers (CBHCs) and other services. Together, they create a “No Wrong Door” system where families receive immediate access, smooth transitions, and coordinated support across behavioral health, primary care, and community-based resources.
